You can use the old hero editor for the legacy game, create your character, modify them and then copy paste the save to the d2r save folder. When you click play it will convert the character automatically for d2r. I think it was called Hero Editor 1.04. 12.

I broke the charms down to a more specific single or double Handful of save files here. There is a duplicate name between the Paladin with all the runes in the first pack, and the paladin in the second pack. I recommend using the former if you download them all. This includes a 99 sorc with 1k all stats 20 all skills several high runes and some good/some bad items, and a Paladin with almost all the runes. The idea here is that you head to these locations, and kill all the enemies you encounter there. Once you are done, exit your current game, create a new one and repeat until you reach the recommended level.
